Speaker Hall Unveils $3.1 Billion Michigan Roads Plan Without Tax Increases

LANSING, MI – In a bold move to tackle Michigan’s crumbling roadways, House Speaker Matt Hall has unveiled a $3.1 billion Michigan roads plan designed to improve local infrastructure without raising taxes. The updated proposal, an expansion of his November $2.7 billion plan, taps into strong state revenues and reallocates existing funds, marking a significant milestone for road and infrastructure development in Michigan.

Funding Breakdown: Corporate Tax and Pump Taxes Take Center Stage

Hall’s strategy draws $2.2 billion from Michigan’s Corporate Income Tax (CIT), leveraging measures like eliminating outdated MEGA credits ($500 million) and halting legislative earmarks ($500 million). Additional CIT reallocations include:

  • $600 million from surplus general funds after higher-than-expected tax revenues.
  • $500 million redirected from the expiring corporate attraction SOAR fund.
  • $50 million each from lapsing corporate placemaking (RAP) and community development (HCDF) deposits.

Another $945 million will be generated by eliminating the sales tax on gasoline, replacing it with a motor fuel tax entirely dedicated to road funding. To avoid impacting school funding—previously supported by gas sales tax—$700 million in sales tax revenue will be permanently shifted to education.

“Roads and infrastructure are top priorities, and our budget choices should reflect that,” Hall stated. “We are committed to restoring trust in government through smart, transparent reforms.”

Hall’s plan emphasizes fixing local roads, often overlooked in statewide projects. The proposal integrates new funding for water and sewer infrastructure and establishes a Public Safety Trust Fund to provide ongoing support for law enforcement and emergency services.

The revamped budget intentionally avoids increasing taxpayer debt by eschewing new taxes and long-term bonds, a move Hall described as vital for preserving public trust.

In tandem with infrastructure improvements, House Republicans have pledged reforms aimed at increasing transparency in state government. These include targeting legislative earmarks, overhauling lame-duck procedures, and addressing the “revolving door” between government officials and lobbyists.

“Ensuring value for taxpayer dollars is a paramount priority,” Hall said. “We will focus on eliminating inefficiencies and waste to guarantee the people’s business is conducted with full accountability.”

The Path Ahead: Navigating Bipartisan Challenges

The ambitious plan is not without challenges. Critics have raised concerns about reallocating funds from corporate initiatives like SOAR and RAP, arguing these investments drive economic growth. Some Democrats have expressed skepticism about the plan’s sustainability without new revenue streams.

However, Hall maintains the plan balances fiscal responsibility with Michigan’s urgent infrastructure needs. “This is about delivering concrete, achievable results for every Michigander,” he said.
